However Deputy Prime Minister Julia Gillard said that the Rudd Government intends to re-introduce the CPRS when Parliament resumes in February.
The defeat of the CPRS followed the Liberal Party’s change of leadership, which saw CPRS supporter Malcolm Turnbull replaced by Tony Abbott.
The Rudd Government had originally put forward a deal to the Opposition during Mr Turnbull’s leadership, which allowed for concessions to the electricity sector, which were strongly opposed by the Australian Greens.
The Climate Institute was one of several environmental groups to criticise the Senate for its failure to pass the CPRS.

“The defeat of the CPRS is a not only a stumble for Australia doing its bit on climate change, it is an economic stumble, and a competitiveness stumble for Australia,” said John Connor, Climate Institute CEO.
